Nordic Consulting Group was commissioned by OECD to carry out a literature review as an essential input to the Strategic Joint Evaluation of the Collective International Development and Humanitarian Assistance Response to the COVID-19 pandemic, which is undertaken by the COVID-19 Global Evaluation Coalition.  

The paper presents key findings on the overall coherence and coordination of bilateral, multilateral, and Civil Society Organisations’ (CSOs) response to COVID-19. It includes an assessment of development agencies’ ability to apply innovative and adaptive approaches to the response, apply a humanitarian-development-peace nexus, ensure localization, as well as of the extent to which vaccine equity has been applied.

The work was undertaken by NCG partners Carsten Schwensen and Louise Scheibel Smed.
