In concrete terms, the scope of the assignment is to provide facts and make a quantitative comparative timeseries analysis related to the context of Danish Development assistance, including a quantitative analysis of OECD DAC data on the changes in the relative size of civil society funding compared to the overall development assistance envelope 2013-2024.

The analysis consider how other priorities, such as localisation, are also impacting on modalities for Danish bilateral civil society support. The data will be segregated to track the underlying elements of the Civil Society support, e.g. the allocation between Danish and international civil society organisations. A comparison and triangulation will be made to the Danish Finance Act budget data where feasible. To provide a more complete picture and robust argumentation, the analysis will include considerations of indirect support to civil society, e.g. through the multilateral system or other indirect channels.
