The design and formulation phase focuses on aligning project objectives with donor and country policies. This includes creating detailed proposals with narrative overviews, situation and institutional analyses, risk assessments, and a theory of change. Key elements include feasibility studies, partner identification, activity outlines, logical framework, financial proposals, budgets, and any additional documents required based on the project type.
This phase covers practical preparations such as staff recruitment, team, logistics, organization, and stakeholder engagement. It also includes establishing monitoring, financial, and risk management systems, along with preparations for external audits, evaluations, and baseline studies. A key focus is on building institutional capacity through technical training, on-the-job mentoring, workshops, courses, e-learning, and fostering partnerships.
This involves reviewing and tracking project progress to ensure effective management and accountability. Key aspects include assessing project outputs against logframe indicators, comparing activities with project plans, and monitoring expenses against the budget. Reporting and making recommendations for project adjustments are based on the findings to ensure continued alignment and effectiveness.

It involves measuring outcomes against objectives, evaluating the effectiveness of interventions, and generating key learnings and recommendations for future improvements.
