Project Summary
The Danish Arab Partnership Programme (DAPP) is a key instrument in Denmark’s foreign policy engagement with the Middle East and North Africa (MENA). In its 2022–2027 phase, DAPP focuses on addressing root causes of youth migration through two complementary programmes: Human Rights and Inclusion and Youth Employment and Entrepreneurship. Both programmes target young people across Jordan, Egypt, Tunisia, and Morocco.
NCG leads the implementation of the DAPP Monitoring, Evaluation, Accountability and Learning (MEAL) assignment. The objective of the assignment is to support strategic programme management and learning by providing timely, independent evidence on progress and results. This includes validation of partner-reported outcomes, context-sensitive monitoring, facilitation of learning across consortia, and financial oversight of local partners.
NCG’s role covers four core areas:
Monitoring outcomes and impacts across diverse and evolving contexts
Supporting learning, knowledge transfer, and adaptive management
Managing and facilitating Youth Sounding Boards to ensure youth perspectives are integrated
Conducting financial monitoring and capacity assessments of local partners
The MEAL Unit is supported by Integrated, a Jordan-based consultancy providing local operational support and day-to-day management of in-country consultants. Together, NCG and Integrated ensure robust evidence, cross-country learning, and strategic insight to strengthen the DAPP’s contribution to youth empowerment and stability in the MENA region.
