The Decentralisation and Local Development Programme (dldp) was SDC’s flagship governance programme in Albania, implemented by Helvetas from 2006 to 2019 to support decentralisation, municipal capacity development, and service delivery.

Six years after the closure of dldp, this independent ex-post evaluation examines how SDC’s long-term support to decentralisation translated into sustained outcomes and impact. Using a theory-based evaluation approach, contribution analysis, process tracing, and statistical analysis across three in-depth case studies, it assesses what has endured 6 years after programme completion across public financial management, municipal solid waste management, and territorial administrative reform.
