Project Summary
Under SDC’s Framework Agreement for Independent Thematic and Institutional Evaluations, NCG conducted an independent evaluation of SDC’s engagement in peacebuilding during the period 2019–2024. The evaluation assessed the strategic relevance, effectiveness and results of SDC’s peacebuilding portfolio, covering both direct peacebuilding interventions and transversal approaches addressing the underlying causes of conflict and fragility.
The evaluation examined SDC’s conceptual foundations, theories of change, implementation approaches and institutional arrangements across bilateral, multilateral and humanitarian cooperation. It also assessed the complementarity and coherence between SDC, the Peace and Human Rights Division and other Swiss federal actors. Based on a portfolio analysis, document review, stakeholder consultations and selected country case studies, the evaluation provided recommendations to strengthen SDC’s future strategic and operational engagement in peacebuilding and support institutional learning.
