Project Summary
The Midterm Review (MTR) of Denmark’s Uganda Bilateral Development Programme (UBDP) 2023–2028 assessed the performance, relevance, and strategic alignment of Denmark’s bilateral engagement in Uganda. With a total budget of DKK 1.14 billion, the programme supports green and inclusive economic transformation, refugee response and regional stability, and the promotion of democratic values, human rights, and civic space.
NCG was contracted to carry out the review in a context marked by reduced international funding, increasing regional instability, growing climate pressures, and evolving Danish policy priorities. The assignment included assessing programme performance, coherence, risks, and management arrangements, and providing recommendations to support programme adaptation for the remaining implementation period.
