Project Summary

Denmark and Moldova have never had a bilateral defence and security partnership before. However, as part of Denmark’s 2023 Foreign and Security Policy Strategy and new Danish Peace and Stabilisation Programme in Ukraine and Moldova (2022-2025), Denmark decided to strengthen bilateral ties with Moldova and support its security sector reform effort as part of the broader EU Accession agenda.

Against this backdrop, NCG was contracted to assist with scoping and identification for a new security sector project in Moldova, focused on identifying gaps, entry points and synergies and based on that determine how and with whom to engage. The scoping and identification ultimately led to the formulation of a new country programme developed by the Danish MFA and MoD, through the Peace and Stabilisation Fund.
