DSIF (formerly Danida Business Finance) provides concessional loans for funding of sustainable infrastructure projects in (e.g.) energy, water and sanitation, which cannot otherwise be financed on market terms in developing countries. The review looks into the progress and performance the Danida Business Finance (DBF/DSIF) and emerging issues after the operational part was delegated to IFU in September 2019. MFA retains the responsibility for policy and the project appropriation competence. The emerging issues relate to the division of tasks between MFA and IFU; financial vulnerability; financial management; and subsidy allocations. The review will consider what actions can be taken to address the emerging issues in the short, medium and long-term.
