Framework Agreement on Services for the EU's External Action (SEA)

NCG is a consortium partner under the EU Framework Contract SEA 2023, covering Lot 9 (Democracy, Human Rights, Rule of Law, Gender Equality and HRBA) and Lot 10 (Civil Society and Local Authorities).

The framework runs from 2023 to 2027 and is commissioned by the European Commission’s Directorate-General for International Partnerships (DG INTPA).

The consortium is led by Particip GmbH (Germany) and includes a strong group of partners with complementary thematic and geographic expertise. SEA 2023 enables the European Commission to commission a wide range of evaluations and related services, particularly focusing on institutional and thematic evaluations aligned with EU external action priorities under instruments such as NDICI-Global Europe.
