Framework Agreement on Evaluation and Impact Assessment of DG ECHO

NCG is a consortium member under the DG ECHO Framework Contract (ECHO/2021/OP/0001) for the provision of evaluation and impact assessment services to the European Commission’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO).

The framework covers the period 2021–2025 and focuses on evaluating EU-funded humanitarian aid and civil protection actions.

The consortium is led by Kantar Public Belgium, with Madiba Consult, ICON Institut, and NCG as equal partners. The framework aims to provide independent evaluations and impact assessments of EU humanitarian interventions. These include both ex-post and real-time evaluations covering a wide range of geographic, sectoral, and institutional priorities. The framework enables DG ECHO and other eligible Directorates-General to issue Specific Contracts.

Assignments focus on:

• Effectiveness, efficiency, relevance, coherence and EU added value.

• Operationalisation of the humanitarian-development-peace nexus.

• Accountability, learning, and strategic orientation of humanitarian programming.

• Geographic or thematic portfolios, multi-country responses, or institutional evaluations.
