Framework Agreement for Business Development and Catalytic Assistance and New Partnerships
Since 2021, NCG has had two ‘parallel’ framework agreements with Norad for consultancy services within business development, and catalytic assistance and new partnerships.
Business development – covers framework conditions, trade, and strategic partnerships, including trade-related development assistance (focused on least developed countries), cooperation with multilateral organisations, job creation programmes, public-private partnerships, sector/value chain analyses, regulatory reform, evaluations, and due diligence.
Catalytic assistance and new partnerships – includes blended and catalytic finance for local businesses (e.g. SMEs, marginalised groups), risk-reduction measures, and cooperation with private institutions, investors, and foundations. Also includes exploring new partnership models with actors across sectors, partner assessments, knowledge reviews, and institutional collaboration through the Knowledge Bank.
The work is assigned through call-offs, where NCG works with a roster of internal and external experts. The framework runs until January 2026.
